John Allen Paulos attacks the TIA program by comparing it to Minority Report. It's really a straw man argument, however, because he presumes (1) that the system would identify 1% of the population, (2) that the government would "swoop down on" and "arrest" all of that 1%, about 3 million individuals. I doubt that 1% would be fine enough to satisfy the people developing it, and I don't think it would spit out arrest warrants.

My presumption is that this system will only be used to narrow the focus of investigations. I haven't heard anyone advocate turning over judicial determinations such as probable cause to a computer.
