What the NIE really says

Ann Althouse quotes it in bold face:

Should jihadists leaving Iraq perceive themselves, and be perceived, to have failed, we judge fewer fighters will be inspired to carry on the fight.

The leakers didn't mention that finding. It says exactly the opposite of what they want us to believe it says. The jihadists are focused on Iraq, and we must face them there to defeat them.
